Commissioner Lori Grifa Resigns as DCA Commissioner

Governor Chris Christie announced today that Lori Grifa, Commissioner of the Department of Community Affairs (DCA), would be stepping down from her cabinet level post, effective January 2, 2012. Commissioner Grifa has served as the head of the DCA since the beginning of the Christie-Guadagno administration in January 2010, and is the second cabinet-level appointee to announce their departure in as many weeks. (BPU President Lee Solomon had previously announced his departure, effective January 1.)

BPU Approves Sub-Metering NJAA Petition for Water Service in New Multi-family Construction

On August 18 the NJ Board of Public Utilities (BPU) approved the NJAA's petition for approval of sub-metering for water in new multi-family rental construction projects, effective immediately. Approval of sub-metering has been an NJAA policy priority for several years and this Order is the culmination of a decade-long advocacy effort spanning five gubernatorial administrations.

New Jersey 50th State to Adopt Sub-Metering for New Construction Multi-Family Properties

New regulations reflecting the Christie Administration’s environmental and energy conservation policies are beginning to emerge, as the NJ Board of Public Utilities approved a petition submitted by the New Jersey Apartment Association (NJAA) for approval of water sub-metering in newly constructed multi-family properties on Thursday.

Governor Approves State Budget for FY 2012; Cuts $900 Million in Spending Approved by Democrats

Democratic majorities in both houses of the Legislature passed a $30.6 billion State budget for FY 2012 in party-line votes of 24-15 in the Senate and 46-32 in the Assembly on June 29. The next day, Governor Chris Christie used his line item veto authority to sign the bill and simultaneously cut $900M in proposed spending. The new Fiscal Year begin July 1. The Governor also vetoed a proposal to increase the top tax rate on business and individuals, the so-called "millionaires tax."

NJAA Priority Bill to Eliminate Duplicative Inspections Approved by Full Senate

On June 28 the full NJ State Senate, in a bi-partisan show of leadership, approved S-2795 in a close 23-13-4 vote. Lead by Senator Jeff Van Drew (D-Cape May), Senator Steve Oroho (R-Sussex), Senate President Steve Sweeney (D-Gloucester) and Minority Leader Tom Kean (R-Union), this important reform initiative was approved after several days of intense negotiations and lobbying.

NJAA Continues to Oppose Duplicative & Redundant Façade Inspection Bill

The NJAA continues to oppose legislation in the Senate and General Assembly that would create a new and duplicative inspection of high-rise building façades and exteriors. The bills, S-2771/A-3895, are modeled after façade inspection requirements initiated in Philadelphia, where there is no equivalent to comprehensive NJ's Hotel & Multiple Dwelling regulations, which have addressed statewide exterior inspection and maintenance standards since 1967. Both bills on Second Reading and could be posted on the Floor as early as next week.

The Assembly Housing & Local Government Committee held a hearing on May 19 to take testimony from a group of invited guests regarding rental housing affordability issues in New Jersey. The National Apartment Association (NAA) announced that the New Jersey Apartment Association (NJAA) has won its 2011 PARAGON Award for Membership Development. In 2010, NJAA fostered an increase of ten-thousand-units, totaling 170,148 owner member units and 10,200 municipal member units as well as a 33-vendor company member increase, totaling 357 vendor members.

Protect Your Residents -- Lead Training Courses Available

In partnership with the New Jersey Department of Community Affairs and the New Jersey Business & Industry Association, the Consortium of Community Colleges is offering a comprehensive series of training courses to meet the federal and NJ state training requirements for workers disturbing lead-based paint. Apartment firms and workers performing renovation, repair and painting projects in pre-1978 housing must be certified and follow specific work practices to prevent lead contamination. Firms must use certified renovators who are trained by EPA approved providers to follow lead-safe work practices.
